Method 1: Add an exclusion

1. Go to Settings
2. Go to Windows Defender Security Center
3. Open Virus & Threat protection settings
4. Click on Exclusions
5. Click on Add or remove exclusions
6. Click on Add an exclusion
7. Add your VPN client software

Note: VPN clients usually use 500 and 4500 UDP, and 1723 TCP ports. If this method doesn’t work, then open Windows Firewall Advanced settings and add a new rule from there.

Method 2: Change Allow app settings

1. Go to Control Panel
2. Open System and Security
3. Open Windows Defender Firewall
4. Now, click on Allow an app or feature through Windows Defender Firewall
5. Now click on Change Settings
6. Find your VPN in the list of programs and apps shown
7. Select the network type on which you want the VPN to run
8. If your VPN is not on the list, click on Allow another app
9. Select your VPN
10. Click on Add and then OK

Method 3: Change Adapter Settings

1. Go to Control Panel
2. Select Network & Internet
3. Go to Network and Sharing Center
4. Click on Change adapter settings
5. Click on File
6. Choose New incoming connection
7. Click on users you want to access your VPN connection
8. Checkmark Through the Internet
9. Click on Next
10. Now mark the internet protocols you want your VPN to connect to
11. Double click on Internet Protocol Version 4 (IPv4)
12. Open Control Panel again and go to Windows Firewall
13. Click on Advanced Settings
14. Click on Inbound Rules > Actions
15. Select New Rule
16. From the Wizard, select Port and click on Next.
17. You can select TCP and insert 1723 in Specific remote ports field
18. Click on Next
19. Choose Allow the connect and click on Next
20. Now select all options and apply the rule to all
21. Write a Name and Description
22. Click on Finish
